Arising out of the piracy of the S.S."Tean",

the 0.A.G.'s report on which is contained in No.37,

a claim for compensation from the Chinese Government

has been submitted by the owners. The Foreign

Office, however, have declined to approve the

submission of the claim, partly on the legal

ground that the piracy did not take place in Chinese

waters and partly on the practical grouna that

the Chinese authorities in this case acted with

reasonable energy.

(It will remembered that a

Chinese vessel arrived on the scene promptly enough

to recapture most of the prisoners and some of the

loot).
